Vocabulary"Kisoku" (規則) means rule — Shibuya ward puts special rules in place for Halloween night, because of how crowded the area gets.
Yuki
渋谷しぶやにはハロウィン用ようの特別とくべつな規則きそくがあるって読よんだよ。
Shibuya ni wa harowin-you no tokubetsu na kisoku ga aru tte yonda yo.
I read that Shibuya has special rules for Halloween.

特別とくべつな規則きそく?例たとえば?
Tokubetsu na kisoku? Tatoeba?
Special rules? Like what?
Grammar"Dame" (だめ) means "not allowed," "no good" — a direct, casual way to say something isn't permitted. It's what you'll actually hear people say out loud, more often than a longer formal structure.
Yuki
例たとえば、道みちでお酒さけを飲のむのはだめだよ。
Tatoeba, michi de osake wo nomu no wa dame da yo.
You can't drink on the street, for example.
Lucas
お酒さけはなし、分わかった。
Osake wa nashi, wakatta.
No drinking, got it.

それに、他ほかにも現地げんちで分わかる規則きそくがあると思おもう。
Sore ni, hoka ni mo genchi de wakaru kisoku ga aru to omou.

At Shibuya station, the crowd was enormous.

I've never seen so many people in costume.

There's every kind of costume here.

Vocabulary"Shizuka" (静か) means quiet or calm — part of the real Shibuya Halloween announcements asks visitors to stay quiet near the residential streets nearby.
Narrator
スピーカーからのアナウンスが、住宅じゅうたく街がいの近ちかくでは静しずかにするようお願ねがいしていました。
Supiikaa kara no anaunsu ga, juutaku-gai no chikaku de wa shizuka ni suru you onegai shiteimashita.
A loudspeaker announcement asked everyone to stay quiet near the residential streets.
Lucas
あそこの看板かんばん見みて、何なんて書かいてある?
Asoko no kanban mite, nante kaite aru?
Look at that sign over there, what does it say?
Vocabulary"Kinshi" (禁止) means prohibited — the more formal word you'll see written on signs, compared to the casual "dame" people say out loud.
Yuki
「飲のみ物ものを持もったまま歩あるくのは禁止きんしです。」
"Nomimono wo motta mama aruku no wa kinshi desu."
"No walking around with a drink in hand."
Lucas
それも禁止きんしなの?
Sore mo kinshi nano?
They really ban even that?
Yuki
今夜こんやはそういうものだよ。
Kon'ya wa sou iu mono da yo.
That's just how tonight is.
Grammar"-te mo ii" (てもいい) is how you ask for or give permission — "is it okay if...?", "you can...". It's the polite, everyday way to check whether something's allowed.
Lucas
せめてこの交差点こうさてんで写真しゃしんを撮とってもいい?
Semete kono kousaten de shashin wo tottemo ii?
Can I at least take a photo here at the crossing?
Yuki
それは撮とってもいいよ、どうぞ。
Sore wa tottemo ii yo, douzo.
That part's fine, go ahead.

二人ふたりは有名ゆうめいな交差点こうさてんで、写真しゃしんを撮とるために少すこし立たち止どまりました。
Futari wa yuumei na kousaten de, shashin wo toru tame ni sukoshi tachidomarimashita.
The two of them stopped for a moment to take the photo at the famous crossing.

Why is there a line to get into a convenience store?
CultureDuring Shibuya's Halloween night, some convenience stores do limit how many customers can enter at once — crowd control, not a special Halloween-only rule. A few also ask people to remove full-face masks at the register, for ID purposes at checkout, though that's a store-by-store policy, not something the two of them run into tonight.
Narrator
看板かんばんには「混雑こんざつのため、入店にゅうてん制限せいげん中ちゅう」と書かいてありました。
Kanban ni wa "konzatsu no tame, nyuuten seigen-chuu" to kaite arimashita.
A sign explained: "Entry limited due to crowding."
Yuki
ああ、それでか。少すこしずつしか入いれてもらえないんだね。
Aa, sore de ka. Sukoshi zutsu shika irete moraenainda ne.
Ah, that's why. They're only letting people in a few at a time.
Lucas
順番じゅんばんが来きたら、一緒いっしょに入はいってもいい?

Can I go in with you when it's our turn?
Yuki
それはだめだと思おもう、一人ひとりずつだから。
Sore wa dame da to omou, hitori zutsu dakara.
I don't think so, one at a time only.
Lucas
じゃあ、ここで待まってるよ。
Jaa, koko de matteru yo.
I'll wait out here, then.
Narrator
しばらくして、ユキの順番じゅんばんが来きました。
Shibaraku shite, Yuki no junban ga kimashita.
A little while later, it was Yuki's turn to go in.
Yuki
もう入はいってもいいよ、人ひとを増ふやしたみたい。

You can come in now too, they just let more people through.
Lucas
やった、入はいるよ。

Great, I'm coming in.

CultureShibuya's Halloween guidelines explicitly ban costumes with realistic-looking weapons — swords, knives, guns — even obviously fake ones, since it's hard to tell at a glance in such a huge crowd.

掲示板けいじばんには「リアルな武器ぶきを使つかった仮装かそうは禁止きんし」と書かいてありました。
Keijiban ni wa "riaru na buki wo tsukatta kasou wa kinshi" to kaite arimashita.
The board read: "Costumes with realistic weapons, prohibited."

In the corner of the board was a frequently asked question about exactly this.
Lucas

答こたえは「ロッカーに預あずけてもいいけど、持もち歩あるくのはだめ」でした。

The answer read: "You can store it in a locker, but you can't carry it."
Yuki
じゃあ、あそこのロッカーに入いれよう。

Then you can leave it in a locker over there.

駅えきの近ちかくに、レンタルロッカーがありました。
Eki no chikaku ni, rentaru rokkaa ga arimashita.
Near the station was a set of rental lockers.

Lucky, there's one right here.
Narrator
ルーカスは剣けんをロッカーにしまいました。

Lucas put the sword away in the locker.

Sore kara kagi wo uketorimashita.
Then he took the key.
Yuki

Now you can actually enjoy the night.

A traffic guard blew a whistle, asking everyone to keep moving.
Lucas
そこも無理むりなんだ。

Not even there, then.

ちゃんと座すわれる場所ばしょを探さがしましょう。

Let's find an actual place to sit.
Lucas
角かどにカフェがあるよ。

There's a café on the corner.

二人ふたりはテーブルを探さがしながら、カフェに入はいりました。

The two of them went into the café, looking for a table.

Look, that group over there is taking photos in a special area.
Yuki

That's a spot the city set up just for costume photos.
Lucas
後あとでそこに行いってもいい?

After the cake, the two of them went over to the photo area.

There, any costume could pose freely, with no rule against it at all.

でしょ?今夜こんやの全部ぜんぶが禁止きんしだったわけじゃないよ。

See? Not everything tonight was banned.
Lucas
ユキの魔女まじょの仮装かそう、写真しゃしんで本当ほんとうに良よく映うつってたね。
Yuki no majo no kasou, shashin de hontou ni yoku utsutteta ne.
Your witch costume came out great in the photos.
Lucas
本当ほんとうにそうだね、剣けんなしの僕ぼくよりずっといいよ。

It really did, way better than mine without the sword.
Yuki
少すこなくとも海賊かいぞくの帽子ぼうしはまだあるじゃん。

こうして、ルーカスは渋谷しぶやのハロウィンで、聞きくことも楽たのしみの一部いちぶだと学まなびました。
Koushite, Rukasu wa Shibuya no harowin de, kiku koto mo tanoshimi no ichibu da to manabimashita.
And so, Lucas learned that in Shibuya, on Halloween, even asking "can I?" is part of the fun.
